在近日舉辦的第四屆兩岸產業合作論壇上，論壇共同召集人、大陸國家發展和改革委副主任胡祖才表示，全面深化改革和擴大開放，推動產業轉型升級，將為兩岸經濟合作帶來強勁動力和有利條件。兩岸應抓住機遇，深化合作，充分發揮兩岸產業合作工作機制的作用，厚植共同利益、造福兩岸民眾。

根據經濟日報報導，當前，世界經濟整體上還處在危機後的修復階段和發展方式的轉換階段。面對挑戰，兩岸應順應產業發展的客觀需要，不失時機地推進兩岸優勢互補和互利合作，在激烈的競爭中共同提升競爭力。

胡祖才提出，兩岸產業互補性強，合作潛力巨大，應深化互利合作，共同打造兩岸完整產業鏈。建議兩岸全面加強產業對接融合，打造具有兩岸特色的全方位、立體化的產業合作。兩岸應通過設立聯合研發中心等方式，加強關鍵技術研發和攻關，在全球新一輪產業調整中爭取主動、占據一席之地。同時，應切實發揮兩岸開放型經濟合作平台的帶動和示範作用，逐步擴大區域對接範圍，為兩岸實現大規模、寬領域的全面合作打好基礎。

他還認為，兩岸推進產業合作，應充分發揮中小企業的積極作用，為中小企業發展提供政策支援，從而使更多民眾在兩岸經濟交流合作中受益。
