美白化妝水v.s.精華液v.s.乳液(乳霜)

想請教各位美肌達人
我想要改善肌膚暗沉問題，想選擇美白或提亮膚色的產品。
但是我基礎產品基本都有，而且預算有限，所以就算是開架的產品可能也沒辦法買齊全套的。
如果要在化妝水、精華液、乳液中選擇一項的話，哪一項的效果最好呢？
(目前正在使用的產品都是保濕為主的產品。)
