excel IF公式問題

以上為範例檔，想請教如何修正L7公式!!!

目前遇到問題為，想依L2公式為主，將K欄計算方式，以公式帶出條件分數。

但L2參照的I4為數字，公式沒問題，但L7參照的I9為時間，帶出的公式一直無法成功。
